Your letter No. 30049/27 of June 29th regarding
the loan of Indian opium to Macao by Hongkong.
This is to confirm our verbal concurrence in
the terms of the draft telegram enclosed in that letter.
We rather hope that Macao are trying to reform and, as
Delevingne, in spite of his less optimistic view, approved
of a temporary loan, we saw no objection.
